Component 1. Cooperation


Experience and information exchange among organizations and ongoing Projects on the territory of Issyk-Kul Oblast. Carrying out of joint events and campaigns with involvement of all stakeholders, including NGOs and public. Cooperation in the process of similar priorities implementation. Development of Environment Monitoring Strategy (Institutional) under close cooperation with National Partner Ministries/Agencies/Institutions)

Besides that for collection of comprehensive information about state of environment for preparation of appraisal report for Issyk-Kul Oblast, it is planned to search prospective donors for fulfillment of tasks related to improvement of monitoring system over climatic parameters and air condition at the pilot territory of Issyk-Kul Lake, underground waters monitoring, biodiversity, etc.


1. The number of meetings has been carried out with representatives of prospective partners, such as:

ADB Project “Sustainable development of Issyk-Kul Oblast” – modernization and reconstruction of environment protection infrastructure in 3 towns of Issyk-Kul Oblast (Kara-Kol, Cholpon-Ata, Balykchy);
FAO project “Towards sustainable aquaculture and fisheries development in the KR” GCP/KYR/012/FIN;
University of Eastern Finland
2. The kick-off meeting has been held with involvement of wide range of stakeholders, including representatives of the state environmental authorities, state administration of Issyk-Kul Oblast and local self-government authority, NGOs, local communities, international organizations and also representatives of the Finnish Government (MFA) and the Finnish Environment Institute (SYKE). The main goal of kick-off meeting was presentation of Project Proposal and creation of platform for further cooperation.


1. Within the meetings with prospective partners:

Possible cooperation areas have been discussed;
Decisions related development of new and review of existing Memorandums of Understanding have been made;
Joint programmes fulfillment and implementation of all possible cooperation instruments have been authorized
2. During collaborative discussions at the kick-off meeting, the participants have formulated the following thematic points to be considered for further possible inclusion into the Project Document:

Legislative framework for monitoring system
Informational support for political decision-making
Preventive activity based on monitoring results (sampling and analyses, following analysis of results for political decision-making)
Methodologies and equipment for bottom sediments sampling and analyses
Complete inventory of available Lab equipment
Support for Establishment of Issyk-Kul Monitoring Center under SAEPF (development of political rationale)
Capacity building in the field of data analyses and processing; and preparation of “users friendly” informational materials
Indicator-based State of the Environment Report (Issyk-Kul Oblast)
Information dissemination in close cooperation with Aarhus Center
Public monitoring (watch-dog activity) with involvement of local community representatives (express water analyses)
